Garrison Boulevard Murder Defendant Rejects Plea Offer

A 39-year-old man rejected a plea offer of 50 years incarceration in Baltimore City Circuit Court May 24. 

Brandon Fullard is charged with second-degree murder, firearm use in a felony violent crime, having a loaded handgun in a vehicle and on his person and having a handgun on his person for the death of 31-year-old Brian Richardson last year.

In reception court before Judge Melissa K. Copeland, the prosecution offered Fullard 40 years, suspending all but 30, for second-degree murder and a consecutive sentence of 20 years, the first five without the possibility of parole. Fullard’s attorney Roya Hanna told the court her client wished to reject that offer. 

Counsel sought an October trial date because they were still waiting on DNA test results. Per the Maryland Judiciary’s website, Fullard’s next hearing is before Judge Paul E. Alpert on Oct. 28.

According to a Baltimore Police Department press release, Fullard was arrested on Jan. 5 for Richardson’s murder. Richardson was shot on the 3300 block of Garrison Boulevard on Nov. 12, 2023.
