Competency Evaluation Ordered for Frustrated Defendant

On April 10, Baltimore City Circuit Court Judge Gale E. Rasin ordered a mental competency evaluation for non-fatal shooting defendant Rico Blick.   

Blick, 29, expressed frustration with the decision and additional delay in his trial, since he has been in jail for two years. Blick and his attorney Jerry Rodriguez will return before Judge Rasin on April 24 for another hearing.

According to coverage from Baltimore Witness, the victim was robbed and then shot at as the suspect drove away from the scene. The victim approached a Baltimore Police Department (BPD) officer and reported he had been robbed of $60 on the 1800 block of Pennsylvania Avenue.

The next day, officers identified a car with two occupants matching the victim’s description, resulting in a brief chase before the arrest of Blick and his codefendant, Kevin Ellis

Rico Blick is charged with armed robbery, conspiracy to commit armed robbery, robbery, conspiracy to commit robbery, first-degree assault, conspiracy to commit first-degree assault, second-degree assault, conspiracy to commit second-degree assault, theft less than $100, conspiracy to commit theft less than $100, firearm use in a felony violent crime, conspiracy to use a firearm in a felony violent crime, firearm possession with a felony conviction, illegal possession of a regulated firearm, possession of firearm in a controlled dangerous substance offense, having a handgun on his person, conspiracy to have a handgun on his person, having a handgun in a vehicle, having a handgun in a vehicle on a public road, discharging firearms, having a gun within 100 yards of the public and illegal possession of ammunition in connection to a Dec. 7, 2021, incident.
