Murder, Arson and Rape Defendant Rejects Life Without Parole Deal

On March 4, Baltimore City Circuit Court Judge Melissa K. Copeland set a trial date for 32-year-old Jason Billingsley

Billingsley is charged with first-degree murder and possession of a deadly weapon with intent to injure for the murder of 26-year-old CEO Pava LaPere on Sept. 22, 2023. 

Billingsley is also charged with five counts of attempted first-degree murder, five counts of attempted-second degree murder, five counts of first-degree assault, two counts of firearm use in a  felony violent crime, two counts of false imprisonment, and one count each of first-degree rape, second-degree rape, third-degree sex offense, home invasion, first-degree arson, possession of a deadly weapon with the intent to injure, and firearm possession after with a felony conviction in relation to an incident on the 800 block of Edmondson Avenue on Sept. 19, 2023.

The prosecution offered Billingsley a plea deal of life without parole which he rejected. 


According to previous reporting, Billingsley was charged with attempted rape, armed robbery, second-degree assault, and false imprisonment in October 2015 and accepted a plea deal of 30 years, suspending all but 14 years, and five years of supervised probation for first-degree sex offense. He was released in October 2022 and was on parole during both incidents.

Judge Copeland set the trial date for both cases for July 18.

The proceeding is expected to last fifteen days in front of Judge Robert K. Taylor, Jr. Billingsley will appear with his attorney Jason Rodriguez.
