Judge Continues Scheduling Hearing in 2018 Double Vehicular Manslaughter Case

Baltimore City Circuit Court Judge Melissa M. Phinn entered a continuance on Aug. 23 for a hearing regarding a Baltimore man charged with manslaughter.

Judge Phinn issued this continuance at the request of the attorney prosecuting Dremel Carter, the 25-year-old defendant represented by Warren Brown.

The prosecution had no plea offer ready and therefore asked Judge Phinn for a continuance to allow Brown to review discovery and allow him time to work on an offer. Judge Phinn agreed and continued the hearing to Oct. 19 with Judge Phinn presiding.

Carter is charged with two counts of manslaughter and six traffic violations in connection with two vehicular deaths that occurred on April 22, 2018. 

The statement of charges for this incident describes a car crash on the 1500 block of Gay Street. According to the statement, Carter was driving a Honda Accord at a high rate of speed. Carter’s vehicle crashed into a car in the oncoming lane, killing two of four occupants. Husband and wife Richard and Ruth Brown were killed in the crash.

Baltimore City Police Department officers testify that Carter fled the scene without attempting to render aid.
