The prosecution dropped all charges against a Baltimore man on June 6 after the victim refused to testify against him before Baltimore City Circuit Court Judge Hope Tipton.  Kondwani Martin, 43, was charged with first- and second-degree assault, firearm use in a felony violent crime, illegal possession of a regulated firearm, having a handgun on his person and having a loaded handgun on his person for an incident that occurred on the 1600 block of Fleet Street.
