A Baltimore man affiliated with a criminal gang was sentenced to life plus 45 years on Aug. 19 after being convicted of multiple charges stemming from a shooting that killed one man and wounded another at the Westside Shopping Center.
Bishop Chance, 20, was found guilty of two counts of first-degree murder, two counts of firearm use in a felony or violent crime, first-degree assault and possession of a firearm by a minor. He was acquitted of conspiracy to commit first-degree murder and attempted first-degree murder.
Chance was sentenced following his trial before Baltimore City Circuit Court Judge Jeannie J. Hong. Defense attorney Staci Pipkin represented him.
The charges stem fro m a July 16, 2024, shooting in the 2400 block of Frederick Avenue that killed Theodore Burrell, 20, and wounded 2 other victims. His co-defendant, 20-year-old Gregory Whitfield, faces similar charges, but will be tried separately.
According to charging documents, Southwest District officers responded to the area at approximately 5:43 p.m. following a six-round ShotSpotter alert and a report of a shooting. Burrell was found lying in front of a Wells Fargo bank with multiple gunshot wounds to his left leg. He was transported to Shock Trauma, where he died in a homicide at 6:23 p.m,
Another victim suffered a gunshot wound to his right shoulder, while Chance suffered a gunshot wound to his right buttock that exited through the front of his right thigh.
According to charging documents, investigators determined Chance was one of two shooters who fired at Burrell and the other victim.
Surveillance footage and license plate reader data identified a stolen 2013 Hyundai Elantra as the vehicle used to transport the two shooters to the Westside Shopping Center. Video showed that two suspects exited the rear passenger-side door and firing at the victims before returning to the vehicle.
Investigators recovered a .22-caliber handgun from the middle of the street along the path traveled by the shooters. The Hyundai was later recovered after being involved in an accident, and investigators found suspected blood in the back passenger seat.
DNA testing of the blood reportedly matched Chance, according to charging documents.
Investigators also determined Chance and the other suspect were associates of the “YRN” gang , while Burrell and the other shooting victim were identified as members of the “Monroe/Mosher” gang. Investigators said the two groups had been involved in an ongoing dispute that resulted in numerous acts of violence.
The charging documents state Chance initially told investigators he was shot at a Royal Farms and did not know who transported him to the hospital. Investigators determined there had been no shooting at a Baltimore City Royal Farms that day.
Investigators later determined his co-conspirator drove Chance to the hospital. They also stated Chance changed his clothes before going to the hospital.
For his conviction on five charges, Chance was sentenced to life plus 45 years.
