Defendant Rejects Plea Offer for Gwynn Oak Shooting

On Oct. 11, Baltimore City Circuit Court Judge Melissa M. Phinn set a new trial date for 29-year-old attempted murder defendant Lance Hickman.

His attorney is Maureen O’Leary.

According to the Maryland Judiciary website, Hickman is charged with attempted first-degree murder, attempted second-degree murder, firearm use in a felony violent crime, first- and second-degree assault, having a handgun in his vehicle, discharging a firearm within Baltimore City,  having a loaded handgun in his vehicle, having a handgun on his person, having a loaded handgun on his person, conspiracy to commit first- and second-degree assault, conspiracy to commit first-degree murder, conspiracy to use a firearm in a felony violent crime, firearm possession with a felony conviction, illegal possession of ammunition, reckless endangerment and two counts of  illegal possession of a regulated firearm in connection to an incident on May 8.

The prosecutor gave Hickman a plea offer of life, suspending all but 35 years, for attempted-first degree murder and a concurrent 10 year sentence for firearm use in a felony violent crime. Hickman would also have been required to have no contact with the victim.  However, he rejected the offer.

Judge Phinn set a new trial date for Feb. 27, 2024, before Judge Lawerence P. Fletcher-Hill.


According to a Baltimore Police Department (BPD) press release on May 23, investigators arrested Hickman for allegedly shooting a 31-year-old male on May 8 on the 5100 block of Gwynn Oak Avenue.
