Six Carjacking Suspects Linked to Murder, Attempted Murders and Other Violent Crimes in Baltimore City and Baltimore County

Members of a criminal organization responsible for murder, attempted murder and additional violent crimes have been charged in multiple incidents, spanning more than 80 victims over 10 months from 2022 into 2023.

The Office of the Attorney General announced charges against six suspects, including two juveniles, on Feb. 27, ranging from a first-degree murder and two attempted murders to carjackings, robberies, assaults and burglaries in Baltimore City and Baltimore County.

Suspects Anecio Rodriguez, Lovelle Little and Twan Ellis—all 19 years old— and 21-year-old Kevin Mills were named in the Attorney General Office’s press release. Rodriguez is the only suspect currently charged with murder, while he and the remaining suspects face charges of armed carjackings, robberies, thefts, assault and various weapons charges.

Specific charges against the juveniles were not released.

The investigation into these crimes began with the murder of 38-year-old Delaka Augins in Baltimore City on Nov. 3, 2022, the press release states. The Baltimore Police Department (BPD) previously reported that Augins was shot during an attempted carjacking on the 2500 block of Brookfield Avenue. The unidentified suspect then drove Augins’ body to West 28th Street at Sisson Street, where police found her.

Ballistics evidence from the firearm used in Augins’ murder was later connected to other carjackings and shootings across Baltimore City and Baltimore County during a coordinated investigation between BPD and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

In addition to Augins’ murder, the six suspects have since been linked to two carjacking-related attempted murders as well as at least 35 carjackings and eight attempted carjackings.

During several of these incidents, the victims were either filling up their gas tanks or warming up their vehicles in the morning.

A non-fatal shooting was reported on Sept. 24, 2022, following by an attempted murder at a gas station on the 5600 block of Reisterstown Road on Oct. 29, 2022. The suspects allegedly fired a gun at a man in an attempt to steal his BMW while the victim was pumping gas.

Following Augins’ murder in November 2022, another victim was shot in the head but survived during an attempted carjacking on the 3200 block of Rosalie Road on Dec. 10, 2022.

Evidence against the suspects includes surveillance videos, witness statements, recovered firearms, ballistics, clothing, stolen vehicle keys and key fobs and additional documentation.

“This criminal enterprise terrorized our residents by carrying out multiple crime sprees, including a homicide, shootings, armed carjacking, armed robbery, auto theft and commercial burglaries,” Baltimore Police Commissioner Richard Worley said in a statement. “I hope these indictments and arrests show what we can accomplish when we join our partners and community in the crime fight to improve the quality of life for Baltimoreans.”

Mayor Brandon M. Scott said in a press release that these incidents were clearly harmful and devastating to the community.

“…The indictments announced are a critical step in making our neighborhoods safer for all Baltimoreans,” he said.
