2022 Saratoga Street Non-Fatal Shooting Defendant Rejects Plea Deal

On Aug. 3, a 35-year-old defendant charged with attempted murder in 2022 rejected a plea agreement offering 25 years in prison and was scheduled to begin trial in September. 

Defendant Troy Lockley, represented by the defense counsel Josh Insley, rejected a plea deal to serve a suspended 25 years for first-degree assault and 20 years suspending all but 15 years, the first five without the possibility of parole for firearm use before Baltimore City Circuit Court Judge Melissa M. Phinn.

In total, the rejected plea deal was to serve a 45 year sentence, suspending all but 15 years, the first five without the possibility of parole and three years of supervised probation. Lockley would also have been required to register as a gun offender. 

Judge Phinn scheduled the trial to begin on Sept. 18 before Baltimore City Circuit Court Judge Stephen J. Sfekas. The trial is expected to last three days. 

As stated on the Maryland Judiciary website,  Lockley is charged with three counts of attempted first- and second-degree murder, three counts of first- and second-degree assault, three counts of reckless endangerment, firearm use in a felony conviction, firearm possession with a felony conviction, illegal possession of a regulated firearm, having a loaded handgun on his person and firing a gun within Baltimore City. 

According to court documents, on Oct. 25, 2022, Western District patrol officers responded to the 900 block of Saratoga Street for a six-gunshot round Shotspotter alert. While surveying the area, a witness informed patrol units that they saw Lockley shooting at three people. 

CCTV footage showed Lockley approach a man and woman, speak to them  and withdraw a firearm. A muzzle flash was then captured on camera. Lockley fled on foot, but then the male victim fired multiple gunshots at Lockley and fled the area with two female victims following after him.
