Two Men Accused Of Murder Get Trial Dates

Two co-defendants charged with murder received separate trial dates on Sept. 1 at Baltimore City Circuit Court.

Baltimore resident Terrell Carter, 38, is facing 31 charges in connection with an incident on Oct. 10, 2020. These charges include first-degree murder, second-degree murder, attempted first-degree murder, first and second-degree assault, firearm use in a violent crime, and firearm possession with a felony conviction.

His co-defendant, 32-year-old Kevin Hall, is facing similar charges, including first-degree murder, second-degree murder, attempted first-degree murder, first-degree assault, second-degree assault, firearm use in a violent crime, carrying a handgun on his person, and conspiracy to first-degree murder.

The prosecution offered Carter life, suspending all but 50 years, with five years probation for two counts of first-degree murder; 30 years each for three counts of second-degree murder; 20 years, first five without parole, each for three counts of firearm use in a violent crime; all of these to be served concurrently. 

Carter rejected the offer, as he did when the prosecution presented the same offer on Aug. 5

Judge Melissa Phinn found cause to waive Carter’s Hick’s date of Oct. 23, a defendant’s right to trial within 180 days of their first court appearance, and his trial is scheduled for March 29, 2022.

The prosecution then offered Hall life, suspending all but 50 years, with five years probation for two counts of first-degree murder; 30 years each for three counts of first-degree assault; and 20 years, the first five without parole, each, for one count of firearm use in a violent crime; and three counts of carrying a handgun on his person. 

Hall also rejected the offer and a trial was scheduled for March 15, 2022, with Judge Charles Peters presiding.

Carter is represented by Koryn High and Todd Oppenheim, while Hall is represented by Brandon Mead.
