Homicide defendant Richard Crowner has been set to stand trial in November after declining the prosecution’s plea offer on July 21 before Baltimore City Circuit Court Judge Melissa Phinn. Crowner, 20, has been charged with two counts of first-degree murder, possession of a firearm as a minor, carrying a handgun, and use of a firearm during a violent crime in connection with an incident that occurred on Feb 12. On Thursday, the prosecutor offered Crowner a plea of life in prison for first-degree murder and 20 years, with the first five years without parole, for use of a firearm during a violent crime.
