Owings Mills Man Pleads Guilty to Southeast Baltimore Murder

An Owings Mills man is facing up to 50 years in prison after pleading guilty to first-degree murder and firearm use on May 19.

Jibril Al-Tarig Turner, 22, accepted an offer from the state consisting of life, suspending all but 30 -to-50 years on the murder charge, along with a concurrent 20-year sentence for the firearm offense. Turner was arrested last year for gunning down Charlton Morris, 31, on the morning of Sept. 10, 2025.

According to the state’s attorney, surveillance footage captured Turner chasing Morris down Ashland Avenue and opening fire as the victim fled. Medical examiners reported Morris was shot a total of nine times. His death was ruled a homicide by gunshot wounds.

After being taken in for questioning and waiving his Miranda rights, Turner admitted to detectives he shot and killed Morris, and identified himself in still images taken from the surveillance footage.

The plea hearing ended in an outburst of tears from multiple members of Morris’ family, who were instructed to remain in their seats and refrain from addressing Turner as he was led out by correctional officers. The state’s attorney advised the grieving family that they would have their chance to address Turner at his sentencing hearing.

The court will schedule Turner’s disposition following the results of a pre-sentence investigation.

Turner, who is represented by defense attorney Roya Hanna, pleaded guilty before Baltimore City Circuit Court Judge Charles H. Dorsey III.
