Murder Suspect Said to Wear a Blue Wig Rejects Plea

Following an altercation with Jasmine Simuel, 39-year-old Teresa Collins, who was wearing a bright blue wig, was allegedly seen removing a gun from her purse near the 2700 block of Pennsylvania Avenue on Sept. 22, 2024

As Simuel walked away, Collins reportedly fired at least one round toward Simuel, which proved fatal. Collins is charged with first-degree murder, firearm use in a felony or violent crime, and possession of a firearm in a felony conviction. She is currently being held without bail. 

On Feb. 14, Collins rejected the prosecution’s plea offer of 25 years, the first five without parole. If convicted Collins could face a life sentence. 

Defense attorney Gabrielle Fortuanto stated that Collins was not aware of the offer prior to the hearing. 

Baltimore City Circuit Court Judge Melissa K. Copeland set a 5-day jury trial for Collins beginning July 23.
