On Jan. 5, at approximately 3:50 p.m., Baltimore Police Department officers arrested 39-year-old Brandon Fullard of Baltimore.
Detectives believe that Fullard was involved in the murder of 31-year-old Brian Richardson on Nov. 12, 2023, on the 3300 block of Garrison Boulevard.
Detectives transported Fullard to the Central Booking Intake Facility, where he was charged with first-degree murder and additional charges.
