Judge Reports 2022 Attempted Murder Defendant Competent to Stand Trial

On March 29, Baltimore City Mental Health Court Judge Gale E. Rasin agreed with a report from the Department of Health, saying that “without reasonable doubt,” an attempted murder defendant was competent to stand trial.

Judge Rasin told defendant Daryl Harper that he would return to his prior status and scheduled him for a board of parole hearing on May 19.

Defense attorney Sharon Bogins Eberhart informed Judge Rasin that her office is looking for a new lawyer to be assigned to the 44-year-old defendant.

According to the Maryland Judiciary website, Harper is charged with one count each of counts of attempted first and second-degree murder, one count each of first and second-degree assault, reckless endangerment, firearm use in a felony violent crime, three counts of possessing a firearm with a felony conviction, having a handgun on his person, having a loaded handgun on his person, illegally possessing ammunition, and discharging a gun within Baltimore City in connection to an incident on Nov. 13, 2022.
