Judge Releases Attempted Murder Defendant to In-Home Detention

Baltimore resident Marcel Moses was released into home detention with the option of seeking verified medical treatment on July 1 before Baltimore City Circuit Court Judge S. Phillip Jackson

Moses, 32, faces nine charges including attempted first and second-degree murder, first-degree assault, carrying or wearing a handgun on his person, discharging a firearm, use of a firearm during a violent crime, two counts of possession of a firearm with a felony conviction, and illegal possession of ammunition in connection to an incident from Feb. 23. 

According to defense attorney Michael Tomko, Moses was served in mid-May during a hospital stay for unrelated gunshot wounds. He currently has casts on both arms, no vision in his left eye, numbness in his jaw from suspected nerve damage. A bullet is also lodged in one of his shoulders. 

Tomko requested Moses be released to 24-hour home surveillance to allow him proper access to healthcare treatment. Tomko said Moses has been unable to receive much-needed X-rays due to his reliance on the seemingly unreliable jail transport system. 

Moses’ next hearing is scheduled for July 18.
