Baltimore City Circuit Court Judge Melissa M. Phinn postponed a defendant’s scheduling hearing on July 12 because his counsel was unavailable.

Defense counsel Isabel Lipman was unable to appear in reception court due to an emergency, causing Judge Phinn to delay the hearing. Judge Phinn instructed the defendant to come back with Lipman on July 26.

The defendant, Isaac Baylis Jr., 38, was charged with attempted first- and second-degree murder, first- and second-degree assault, firearm use in a felony violent crime, firearm possession with a felony conviction, possession of a controlled dangerous substance with a felony conviction, having a handgun on his person, having a loaded handgun on person and firing a gun in Baltimore City in connection with a 2022 non-fatal shooting.

According to a Baltimore Voice article, on Aug. 27, 2022, police officers responded to West Fayette Street, where there was a reported shooting. The victim, 39, was rushed to the hospital, and the defendant was identified as a suspect.
