Another defendant scheduled for a bail review Sept. 23 had his appearance waived because a quarantine had been initiated at the Maryland Department of Public Safety and Correctional Services Youth Detention Center.

The juvenile is being charged with possession of a handgun in for an incident in which a firearm was discharged at a vehicle.

According to the prosecution, police identified the youth from surveillance footage near the scene. In the video he was seen firing at a vehicle.

The defendant was also seen wearing a backpack which is believed to be holding a firearm.

A weapon was not recovered, but, according to counsel, the incident seemed to be a shootout.

Defense counsel requested that the defendant be placed on home detention as he suffers from chronic blood pressure issues and is at a high risk if he contracts the COVID-19 virus. The defense attorney also said that the defendant cannot receive therapy for his mental health as the services are not available at the center.

The center is also not currently offering any educational classes because of the quarantine, which will prevent the youth defendant from finishing his GED.

According to the prosecution, the defendant has a conviction for handgun possession from 2019.

The prosecution requested the defendant be held because of the serious nature of the incident.

Judge Cynthia Jones held the defendant without bail.
