A 37-year-old Baltimore resident accused of second-degree attempted murder was offered a plea on Oct. 18 before Baltimore City Circuit Court Judge Melissa M. Phinn.
Steven Rich, 37, is charged with first and second-degree attempted murder, first and second-degree arson, first and second-degree malicious burning, first and second-degree assault, reckless endangerment, false imprisonment, armed carjacking, carjacking, first and second degree assault, use of a firearm in a violent crime, car theft, unauthorized removal of a motor vehicle, theft of $1500 to under $25,000, possession of a firearm with felony conviction, having a handgun on his person, having a handgun in his vehicle, and illegal possession of ammo.
He was charged in connection to an incident on Oct. 18, 2019.
Judge Phinn listened as the prosecution presented a plea of 25 years suspending all but 10 years with five years supervised probation for second-degree attempted murder.
Rich and his defense attorney Sharon Bogins, rejected the plea.
Rich’s trial has been scheduled for Feb. 18, 2022.
