Attempted Murder Defendant Rejects Plea Offer

James Little, Jr., 29, rejected a plea offer before Baltimore City Circuit Court Judge Melissa K. Copeland on March 26. 

Little is charged with attempted first- and second-degree murder, first-degree assault, reckless endangerment, firearm use in felony or violent crime, possession of a controlled substance with the intent to distribute, and several other firearm-related charges in connection to a non-fatal shooting that occurred on Nov. 4, 2024.

The prosecution offered Little a plea deal of life, suspending all but 30 years, and five years of supervised probation if he pleaded guilty to attempted first-degree murder.

According to charging documents, at approximately 6:31 p.m. the day of the incident, a Baltimore Police Department (BPD) officer was working the area near E. Baltimore Street when he heard gunshots in the area of Conkling Street. 

Approximately 10 minutes later, detectives were notified of a walk-in shooting victim, suffering from multiple gunshot wounds. 

Officers later obtained surveillance footage with audio from the incident area showing a group of men arguing over who was able to sell drugs in the area. The victim was also seen in the area wearing a gray zip-up hoodie, dark blue jeans, and black-and-white sneakers. 

At approximately 6:27 p.m., a suspect later identified by witnesses as Little entered the frame of footage wearing a multicolor hoodie, dark-colored jacket with horizontal reflective stripes on the front, gray sweatpants, black socks, and white sneakers.

The footage captured Little approaching the group of men and verbally engaging with the victim. 

“You’re dead, watch I do to your b*tch a*s, watch what I do bro,” Little was heard telling the victim. 

The argument escalated into a physical altercation, when Little then produced a gun from the right side of his waistband and fired at the victim, who fled while Little gave chase, court documents state.

A clear bag filled with 37 gel caps containing white powder was seen falling from Little’s left jacket pocket. Officers later recovered it and submitted it for processing.

Officers were able to identify the suspect as Little with the help of witness interviews and the surveillance footage.

Little is scheduled to return to court for a jury trial on July 14.
