April Non-Fatal Shooting Defendant Rejects Plea

On Oct. 12, a 20-year-old defendant appeared before Baltimore City Circuit Court Judge Melissa M. Phinn to hear the prosecution’s offer and schedule his trial.

Qy’Ance Worrell is charged with first- and second-degree assault, firearm use in a felony violent crime, reckless endangerment, having a loaded handgun on his person, having a handgun on his person, illegal possession of a regulated firearm, illegal possession of ammunition, discharging a firearm within Baltimore City, and conspiracies to commit first- and second-degree assault, conspiracies to have a handgun and loaded handgun on his person and conspiracy to use a firearm in a felony violent crime in connection to an April 21 incident.

Worrell and his attorney, Jason Rodriguez, rejected a plea offer for 25 years, suspending all but 10 years, with five years of supervised probation for first-degree assault and a consecutive five years without the possibility of parole for firearm use in a felony violent crime.

Judge Phinn scheduled Worrell’s trial to begin on Feb. 6, 2024, before Judge John A. Howard
