Alleged Attempted Murderer Rejects Plea Offer

A 23-year-old Baltimore resident allegedly involved in an attempted murder rejected a plea offer before Baltimore City Circuit Court Judge Melissa M. Phinn

Carroll Brandon Carter is charged with attempted first and second-degree murder, first and second-degree assault, reckless endangerment, use of a firearm in a violent crime, possession of a firearm with a felony conviction, and malicious destruction of property valued at $1,000. 

He was charged in connection to an incident on Jan. 19, 2019. 

Judge Phinn listened as the prosecutor presented a plea of life, suspending all but 30 years, with five years probation, for attempted first-degree murder, and 15 years, the first five years without parole, to run concurrently for use of a firearm in a violent crime. The defendant must also stay away from the victim and attend anger management courses. 

Carter and his defense attorney, Catherine Flynn, rejected the plea offer on Tuesday. The defendant did not waive his Hick’s date, which is his right to be tried within 180 days of his first court appearance.  

Carter’s trial is scheduled for Feb. 2, 2022.
