Homicide Defendant Ruled Incompetent to Stand Trial

A Baltimore man charged with murder was deemed incompetent to stand trial on Jan. 4 before Baltimore City Circuit Court Judge Gale E. Rasin

Judge Rasin informed the court that Dandre Woods-Bethel was evaluated on Dec. 28, 2022, and based on the report, the defendant remains incompetent to stand trial. She continued to note that the defendant was a danger to himself and others. The judge agreed to sign a commitment form to the Department of Health for an annual evaluation. 

Woods-Bethel, 26, is charged with two counts of first-degree murder, five counts of using a firearm in a felony violent crime, three counts of attempted first-degree murder, and having a handgun on his person in connection to the fatal shooting of two women, 46-year-old Julie Rice and 23-year-old Michelle Green on Sept. 12, 2020.

According to CBS Baltimore, on the day of the incident, officers responded to a ShotSpotter alert on the 2800 block of Clifton Park Terrace. When they arrived, they found Rice and Green suffering from gunshot wounds. 

Both women were taken to hospitals, where they died from their injuries.

Woods-Bethel’s next hearing is scheduled for July 5, 2023.
