Prosecution Withholds Plea Offer Pending DNA Test Results in Involuntary Manslaughter Case

During a Nov. 28 reception court hearing, Baltimore City Circuit Court Judge Melissa Phinn set a trial date for a defendant accused of murdering a woman one year ago.

Harry Wallace Jr., 55, is charged with involuntary manslaughter in connection to the fatal shooting of 51-year-old Stacy Hill on Oct. 28, 2021, on the 200 block of South Bouldin Street.

At Monday’s proceeding, parties agreed to begin trial on March 20, 2023, a date exceeding Wallace’s Hicks right, which enables him to be tried within 180 days of his first court appearance.

With the counsel of his defense attorney, Josh Insley, Wallace, however, decided to waive this right, providing the prosecution with additional time to form a plea offer.

The prosecution informed the court that she is awaiting the results of DNA testing before posing a deal.

According to CBS Baltimore, Wallace reportedly opened fire on Hill after a domestic dispute ensued between the two, sustaining a gunshot wound to the chest.

Hill was then transported to a local hospital after police arrived at the scene and was pronounced to be in grave condition. She died a week later.

Police obtained an arrest warrant for Wallace on June 7, and he has since been held at Central Booking Intake Facility.
