Mass Shooting Defendant to Serve 5 Years for Conspiracy

One of two co-defendants in a Carrollton Ridge mass shooting will serve five years in prison after pleading guilty to illegal firearm possession and two conspiracy charges on May 6.

On Wednesday, the prosecution explained to Baltimore City Circuit Court Judge Michael A. DiPietro that the defendant, 30-year-old Deion Briscoe, was arrested in connection to a June 23, 2025 mass shooting that left two 14-year-old boys, one 18-year old man and one 38-year-old woman injured on the 1900 block of McHenry Street. 

Upon arrest, Briscoe was charged with four counts each of attempted first-degree murder, firearm use, seven counts of conspiracy and several related gun offenses.

Area surveillance footage captured Briscoe leaving the area in a Chevrolet Equinox with his 21-year-old co-defendant Carlos Steven Dixon, who was holding a “large object” in his hand. The prosecution added, however, that the footage was soundless and relatively poor in quality.

Clearer footage also showed Briscoe pumping gas into the Chevrolet at a Marathon gas station half a mile from the shooting location, 15 minutes before it occurred. 

A search and seizure warrant was later issued on the vehicle, where a Walmart receipt was found. Surveillance footage from the same Walmart showed Briscoe and Dixon leaving the store and entering the vehicle four hours prior to the shooting.

After being arrested, Briscoe admitted to police that the magazines in the gun were his, but denied the gun belonged to him. Briscoe is not allowed to have a gun due to a prior offense from 2021. 

Briscoe’s girlfriend also positively identified him in surveillance footage near the shooting location. 

The prosecution stated that there would be no testimony from eyewitnesses at trial, and added that they would have to issue subpoenas to strengthen their case. 

Briscoe was previously offered a sentence of life, suspending all but 40 years by the prosecution. 

On Wednesday, Briscoe pleaded guilty to conspiracy to commit first-degree murder, conspiracy to use a firearm in a crime of violence and illegal possession of a regulated firearm. Briscoe was sentenced to 40 years, suspending all but five, and will serve five years of supervised probation upon release.

Judge DiPietro added that although the sentence may be considered “inappropriately light,” several “real life” circumstances between the state and defense attorney Avrohom Greenfield contributed to his decision. In exchange for the plea, the state agreed to drop Briscoe’s remaining 17 charges.

Briscoe will be let out in 2031.
