Attorney General Anthony G. Brown today announced his decision not to seek charges in the October 9, 2024 fatal officer-involved shooting in the city of Baltimore, Maryland.
On Wednesday, Oct. 9, 2024, at approximately 8:45 p.m., an officer with the Baltimore Police Department encountered a sedan that had traveled in the wrong direction on Pennsylvania Avenue and crashed into a parked car. The officer approached the vehicle to speak with the driver, later identified as Robert Phillip Nedd, Jr. Nedd was asked to exit the vehicle and sit on a nearby curb, and he complied. After a few seconds, Nedd stood up and ran away from the officer. The officer pursued Nedd on foot and called for backup. The officer and two backup officers caught up with Nedd when he entered a wooded area near the intersection of Argyle Avenue and Pitcher Street, where they told Nedd to halt and show his hands. Nedd did not comply and displayed a gun, at which time officers discharged their firearms, striking him. Officers rendered emergency medical aid and requested EMS. Nedd was pronounced dead on scene. A loaded handgun was recovered near Nedd.
The Attorney General’s Independent Investigations Division (IID) began investigating the fatal officer-involved shooting on Wednesday, Oct. 9, 2024, and concluded its investigation on Tuesday, Feb. 25. After completing its investigation and evaluating all the available evidence, the Office of the Attorney General has determined that none of the officers involved in the fatal officer-involved shooting committed a crime under Maryland law. Accordingly, the Attorney General has declined to prosecute any of the officers in this case.
