“Watch the news tonight. I just laid two Motherf***ers out!” Arnold Jackson, 54, reportedly told a witness on March 23, 2023 after allegedly attempting to murder two Black men on the 1600 block of Eutaw Place. 

Baltimore City Circuit Court Judge Gale E. Rasin found Jackson incompetent to stand trial on Feb. 26 and rescheduled his hearing for the following week after learning he was hospitalized.

Jackson is charged with two counts each of attempted first- and second-degree murder, first- and second-degree assault, firearm use in a felony crime, reckless endangerment, carrying a handgun, having a loaded handgun, and discharging a firearm within Baltimore City.

Video footage recovered from the area of the incident captured a man presumed to be Jackson in a black jacket and beanie, riding a four-wheel electric scooter with two rearview mirrors to and from the scene. The scooter had a basket on the front side and ten plastic shopping bags hanging from the handlebars.
