On Jan. 27, at around 7:03 a.m., Baltimore Police Department officers responded to a residence on the 400 block of North Clinton Street to assist the fire department.
Upon arrival, officers followed a medic to Johns Hopkins Hospital in regard to an unresponsive 16-year-old male, later identified as Jibreal Payne. Despite life-saving measures, he was pronounced deceased. During this investigation, officers were advised that Payne had appeared to have burn marks on his body. The Medical Examiner’s Officer took possession of Jibreal’s body and conducted an autopsy.
On Aug. 23, Homicide detectives were notified by the Medical Examiner’s Office that 16-year-old Jibreal Payne’s death had been ruled a homicide due to injuries that he had sustained on Jan. 27.
Homicide Detectives responded and assumed control over this investigation. Anyone with information is asked to contact them at 410-396-2100.
