Homicide defendant Richard Crowner has been set to stand trial in November after declining the prosecution’s plea offer on July 21 before Baltimore City Circuit Court Judge Melissa Phinn. Crowner, 20, has been charged with two counts of first-degree murder, possession of a firearm as a minor, carrying a handgun, and use of a firearm during a violent crime in connection with an incident that occurred on Feb 12.
