Reason For 2021 Washington Boulevard Homicide Case’s Dismissal Not Discussed in Open Court

A Baltimore City prosecutor dismissed homicide charges against defendant Marcus Owens on July 31 before Baltimore City Circuit Court Judge Cynthia Jones.

Reasons behind the dismissal were not discussed in open court on Monday morning between the prosecution and defense attorney Sharon May.

The 32-year-old defendant was originally facing charges of first-degree murder, firearm use in a crime of violence and having a handgun on his person in connection to the death of 27-year-old Kevin Kelly on Sept. 21, 2021. Baltimore Police Department officers found Kelly’s body with a gunshot wound to his head on the 2500 block of Washington Boulevard.

Owens was later identified through city surveillance footage.
