Prosecutor Offers No Plea to Murder Defendant Citing Pending Competency Evaluation

On Feb. 27, the assistant state’s attorney assigned to a March 2022 murder case did not have a plea offer to the defendant due to a motion filed by the defense. 

Defendant Marcus Harris, who is represented by Brian McDaniel, appeared before Baltimore City Circuit Court Judge Melissa Phinn to face charges of first-degree murder, firearm use in a felony violent crime, and handgun on his person in connection to homicide on March 25, 2022. 

According to the Baltimore Police Department, Harris was arrested on the 3800 block of W. Belvedere Avenue where he allegedly fatally shot 34-year-old Courtney Campbell. 

McDaniel said he had filed for a competency evaluation two weeks ago. 

Judge Phinn continued the 31-year-old defendant’s case until March 23 to appear again in reception court.
