On June 28, at approximately 2:16 a.m., Northeast District patrol officers with the Baltimore Police Department (BPD) responded to the 2600 block of Harford Road in reference to a ShotSpotter alert.
Once there, officers located 21-year-old Theodore Foreman suffering from apparent gunshot wounds. Medics responded to the location and pronounced the victim dead on the scene.
