Jurors Reviews Video Evidence in W. 21st Street Murder Case

A 20-year-old Baltimore man charged in connection to the 2024 fatal shooting of 34-year-old Garfield Redd stood trial before Baltimore City Circuit Court Judge LaZette C. Ringgold-Kirksey on Oct. 29, with attorneys debating video evidence and police investigation procedures. 

Montay Brown is charged with first-degree murder and firearm use in a felony crime of violence in connection to the May 6, 2024 shooting, which occurred on the unit block of E. 21st street. According to investigators, officers responded around 4:09 a.m. and found Redd inside a vehicle that had crashed onto the sidewalk. Police said the victim had been shot in the eye with a sawed-off shotgun allegedly pulled from the suspect’s backpack. 

During the hearing, a Baltimore Police Department (BPD) detective testified that he conducted a photographic array of possible suspects as part of the investigation. Another detective told the court that when he arrived at the scene, he canvassed the area for surveillance footage and located two nearby cameras that captured the incident. 

The second detective said he confirmed both cameras were operational and uploaded the footage to a computer flash drive for evidence. He testified that the video clearly showed the shooting and where the victim’s vehicle stopped. The detective said he was able to identify several individuals captured in the footage. 

He also told the court that, after reviewing the video, he issued a “Be On the Lookout” (BOLO) alert for the possible suspect, comparing footage taken before, during and after the shooting. He testified that the individual in each clip appeared to be the same person based on body built, clothing and movement. The detective then told the court that another detective identified the person in the BOLO flyer as Brown.

Brown’s case was previously declared a mistrial on Aug. 4 after jurors failed to reach a unanimous verdict. 

Brown’s case will continue Oct. 30, before Judge Ringgold-Kirksey.
