Judge Continues Hearing in Northwest Baltimore Non-Fatal Shooting 

On Sept. 7, Baltimore City Circuit Court Judge Melissa M. Phinn continued a hearing for an attempted murder defendant because neither counsel wasn’t present when the hearing was called.

Due to the parties’ absence, Judge Phinn continued the hearing for Dominick Carter to Sept. 22. Carter, 31, is being represented by Andre Mahasa.

Carter has been charged with attempted first-degree murder, attempted second-degree murder, first-degree assault, second-degree assault, reckless endangerment, malicious destruction of property worth $1,000, having a handgun on his person, firearm use in a felony violent crime, firing a gun within Baltimore City and having a gun within 100 yards of the public.

According to documents from the District Court of Maryland, Carter allegedly shot the victim two times in the arm. The victim was towing a car out of a parking lot on the 2900 block of Garrison Boulevard when Carter approached his driver side door and fired when the victim was seated in his tow truck. The victim had to be transported for medical care.
