Defendant in Exchange of Gunfire, Attempted Armed Robbery Pleads Guilty

Armondo Rouse, 25, was sentenced following a plea agreement in a case stemming from an Apr. 10, shooting in West Baltimore, where he was found suffering from a gunshot wound after an exchange of gunfire involving three men.

According to the statement of charges, officers responded to a ShotSpotter alert around 6:17 p.m. at the 200 block of North Gilmor Street.

While canvassing the area, officers located Rouse in the 200 block of North Vincent Street with a gunshot wound to his abdomen.

Rouse told officers that an unknown man shot him but declined to provide additional information because of his pain.

An officer immediately rendered aid by applying a chest seal to the wound. Rouse was transported by ambulance to the University of Maryland Medical Shock Trauma Center for treatment.

During their investigation, officers recovered a black Glock 23, .40 caliber handgun with an extended magazine in the grass near where Rouse was found.

The weapon appeared to have malfunctioned during firing.

Investigators also recovered one .40 caliber cartridge casing and three 9mm cartridge casings from the scene.

Surveillance footage obtained during the investigation showed three men walking northbound in the 200 block of North Gilmor Street before stopping.

Rouse is seen pulling out an object believed to be a firearm and exchanging gunfire with one of the men he had been walking with.

Video footage captured Rouse running westbound across a grassy field toward North Vincent Street, where he eventually fell to the ground.

Shortly after, he was seen tossing an object into the grass approximately three feet away. Investigators believed the object was the Glock recovered by officers.

The Maryland State Police Gun Center determined that the firearm was not registered and that Rouse did not possess a handgun permit.

Rouse’s case was heard before Judge LaZette Ringgold-Kirksey. Defense attorney Maureen O’Leary represented Rouse.

Under the agreement offered by the state, Rouse pled guilty to attempted armed robbery, receiving a 15-year sentence fully suspended. Also, a five-year sentence for use of a firearm in a crime of violence, to be served without the possibility of parole and consecutive to the attempted armed robbery sentence. Following prison, he has to serve three years of supervised probation.

In return the prosecution agreed to dismiss the remaining seven charges including attempted second degree murder, first degree assault, conspiracy to armed robbery, firearm use in the commission of a felony, assault with a weapon, discharge of a firearm, and handgun on person.

Rouse and O’Leary accepted the plea deal and the defendant immediately started his sentence.
