A 29-year-old Baltimore man charged with attempted murder did not accept or reject a plea offered by the prosecutor on March 17 before Baltimore City Circuit Court Judge Melissa K. Copeland.
Vincent Cooper is charged with attempted first and second-degree murder, first and second-degree assault, use of a firearm during a violent crime, and reckless endangerment in connection to an incident on Oct. 30, 2021.
During reception court, Judge Copeland listened as the prosecutor offered Cooper a plea of 50 years, suspending all but 20 years, with five years of probation for first-degree murder and five years for use of a firearm during a violent crime, the charges are set to run concurrently.
Under the plea, Cooper must register as a gun offender and have no contact with the victim. In addition, Cooper decided to waive his Hicks’ date, which is his right to be tried within 180 days of his or his attorney’s first court appearance.
Roland Harris, Cooper’s defense attorney, advised the judge that the defense needs to consult with experts before the offer is accepted, mentioning that counsel is working on an offer that would absolve the defendant of criminal responsibility.
Cooper has two prior convictions, including one for possession of firearms with a sentence of five years suspending all but 4 years with three years on supervised probation that was given on Aug. 5, 2021, and possession with intent to distribute narcotics with a sentence of 10 years suspending all but 9 years, 4 months and 14 days with three years on supervised probation on April 18, 2016.
According to Fox 45 Baltimore, on Oct. 30, 2021, Northeast District patrol officers were called to the 3600 block of Gibbons Avenue at 7:01a.m. for a report of a shooting. When officers arrived, they found a 53-year-old woman conscious and suffering from a gunshot wound.
The victim was transported to an area hospital for treatment.
Cooper’s next hearing has yet to be determined.
Cooper is scheduled for a possible trial on Dec. 1.
