Baltimore Man Charged with Homicide Rejects Plea Offer and Sets Trial Date

A 39-year-old Baltimore man charged with first-degree murder rejected a plea offer on Feb.23 before Baltimore City Circuit Court Judge Melissa M. Phinn.

Kevin Dudley is charged with two counts of first-degree murder, use of a firearm during a violent crime and possession of a firearm with a felony conviction in connection to an incident that occurred on June 3, 2021. 

During reception court on Wednesday, Judge Phinn listened as the prosecutor presented a plea of life for first-degree murder, and 20 years without parole for use of a firearm during a violent crime. The charges are set to run concurrently.

Dudley and his defense attorney, Maureen Rowland rejected the offer.

According to CBS Baltimore, on June 3, 2021, officers discovered the body of 18-year-old Kozee Spriggs on June 15, 2021, on the 1300 block of Ensor Street. Spriggs had been reported missing by her mother a week prior. 

Dudley’s trial is scheduled for Oct. 31.
