Case Not Called During Reception Court

The case of a man charged with attempted murder was not called during reception court on Feb. 2 before Baltimore City Circuit Court Judge Melissa M. Phinn

Caroll Brandon Carter, 23, is charged with attempted first and second-degree murder, first and second-degree assault, reckless endangerment, use of a firearm in a violent crime, possession of a firearm with a felony conviction, and malicious destruction of property valued at $1,000 in connection to an incident on Jan. 19, 2019. 

Initially, Carter was presented with a plea of life, suspending all but 30 years, with five years probation, for attempted first-degree murder, and 15 years, the first five years without parole, to run concurrently for use of a firearm in a violent crime which has since been rejected. 

Under the plea, the defendant must also stay away from the victim and attend anger management courses. 

According to the Maryland Judiciary website, Carter’s next appearance in court has not been scheduled.
