An investigator for the defense in the attempted murder case against Raequan Allen is expected to provide more information in the coming week, attorney Staci Pipkin said on Sept. 18.
The 29-year-old defendant appeared before Baltimore City Circuit Court Judge Michael A. DiPietro to challenge District Court Judge Katie M. O’Hara’s ruling in April to hold the defendant without bail. Pipkin asked to postpone the bail review until Sept. 25, which went unopposed.
Judge DiPietro granted her postponement request to review the defendant’s bail status.
Allen is currently charged with attempted first-degree murder, assault, reckless endangerment and multiple weapons violations in connection to a shooting shortly before 3:30 a.m. on Aug. 16, 2025, in the Baltimore Highlands neighborhood. Baltimore Police were alerted of the shooting after a 42-year-old male victim walked into Johns Hopkins Bayview Medical Center with two gunshot wounds to his leg and back.
The victim told police that he was leaving Carroll Motor Fuels gas station and walking on the 200 block of N. Conkling Street where he saw someone — who was wearing a white T-shirt and jeans — riding a bicycle near an alley. After recovering business and residential video surveillance, court documents state, police confirmed the individual in the white T-shirt was seen riding into the alley followed by another person riding a bicycle and wearing a dark-colored shirt a short time later.
Within seconds, video footage shows gunshots ring out and hit the street, causing ricochets, as the individual in the dark clothing rides his bicycle out of the alley. Allen was identified as the individual in the white T-shirt and was seen walking north on Conkling Street approximately two minutes before the shooting, court documents state.
In addition to a detective’s identification of the defendant, a female witness informed police on March 24 that she had information about the incident and identified Allen in a photo array.
