Two Defendants Found Incompetent to Stand Trial Among Cases in Mental Health Court

At mental health court on Jan. 22, Baltimore City Court Judge Gale E. Rasin conducted proceedings for three defendants charged with various violent crimes.

Tyrelle L. Fields, 40, failed to appear. Fields was arrested on May 26, 2021 in connection to a non-fatal shooting that took place on May 5 the same year. During the hearing, it was made known to the court that Fields fired his previous public defenders and intends to represent himself. Judge Rasin approved a postponement request for a hearing next week.

Richard Sylvester Green, 60, is charged with first-degree murder, attempted first-degree murder, first-degree assault and three counts of firearm use in a felony crime. Judge Rasin found Green incompetent to stand trial again after reaching the same conclusion on July 31 last year. 

Green claimed competency and said, “The court has no intent to let me stand trial in front of a jury of 12 of my peers.” 

Amith Kumar, 45, is charged with first- and second-degree murder and possession of a deadly weapon with the intent to injure. Judge Rasin deemed Kumar dangerous, restorable and incompetent to stand trial. Rasin scheduled a status hearing for July 30 and an annual review hearing on Feb. 4, 2026. 

Tyrone Blackwell, 29, is charged with first-degree murder, possession of a deadly weapon with the intent to injure and having a concealed deadly weapon. Blackwell was not transferred to court at the time of this hearing.
