Shooter Accepts a Plea, Awaits Judge’s Ruling

A suspect accepted a plea deal for shooting a woman multiple times in the abdomen before Baltimore City Circuity Court Judge Ronald A. Silkworth on Nov. 13.

Darryl Toomer, 53, pleaded guilty to first degree assault and the use of a handgun in a violent crime with a maximum sentence of 45 years at the discretion of Judge Silkworth and as agreed in a deal between Toomer’s defense attorney, Jason Rodriguez, and the prosecution.

Toomer was granted credit toward his sentence with time served along with three years of probation upon release.

According to court documents, on Sept. 29, 2023 on the 1118 block of Bon Street, officers responded to a shooting and .40 caliber bullet casings were found at the scene. The victim was found by her two young children and after she was taken to the hospital underwent multiple surgeries. On Oct 2, 2023, Toomer was identified as the shooter. 

In an impact statement, the victim explained how this has altered her life dramatically. She is ashamed of her scars, is in constant pain, and cannot stand normally. She has suffered hearing loss and is still recovering from her ribs being broken.

When she was shot her only thought was about her family and her children. Being the primary caregiver she worried about their future and is more worried now that someone might harm her again and the children will be caught in the crossfire. She cannot return to work due to her injuries and heightened paranoia.

She said she feels sorry for Toomer and calls him a victim as well caught in a cycle of violence. She also forgives him despite not knowing his motives. Judge Silkworth ordered a report and background check to examine all the facts of the case before passing sentence.

He has neither finally accepted or rejected the plea and has set a date for the disposition hearing where he will do sentencing on Feb 21, 2025.
