The Baltimore Police Department (BPD) announced an investigation into a Western District officer-involved shooting.
On Dec 16, 2025, at approximately 7:57 p.m., Eastern District detectives observed suspected narcotics activity via surveillance cameras in the area of North Charles Street and East 21st Street.
Members of the Eastern District Action Team (DAT) were dispatched to investigate and attempted a traffic stop on a vehicle linked to the activity.
The vehicle fled, leading to a pursuit. A request was submitted for assistance from BPD aviation unit Foxtrot, which was unable to assist at the time.
The vehicle entered a dead-end alley on the 500 block of W. Lanvale Street. Three officers approached on foot, issuing commands to the occupants.
The vehicle reversed toward an officer, crashed into a fence, then accelerated again, prompting all three officers to discharge their firearms.
The passenger, Andrew Brown, 61, fell out of the vehicle as it reversed. The driver, Devin Thomas, 37, exited and laid on the ground.
Both individuals were handcuffed. Aid was rendered to Thomas, who was struck by gunfire, until medics arrived. He was hospitalized, released, and later charged with assault and dangerous weapon with intent to injure.
A search of the vehicle recovered two firearms and narcotics.
The involved officers are Officers Anthony Bennett, Austin Gutridge, and Jacob Redding, all from the Eastern DAT.
The BPD Special Investigations Response Team (SIRT) is investigating the incident. The Public Release of Critical Incident Recordings Policy has been activated.
