After three years of animosity between neighbors, a parking dispute escalated to a shooting on Mother’s Day 2025. The accused shooter, 44-year-old Davine Ruffin-Webb, received probation before judgment and supervised probation for reckless endangerment and firing a gun in Baltimore City on Jan. 5.
The “no contest” plea allows a judge to put a defendant on probation without entering a formal conviction or creating a criminal record.
The incident in question occurred on the 3700 block of Sequoia Avenue on May 11, 2025, when Baltimore Police responded to the scene just before 6 p.m. The prosecutor said one neighbor who witnessed the shooting told officers she saw the defendant yell, “I should kill every one of y’all,” before firing a gun in the air.
“Make no mistake: This was a very serious case,” the prosecutor said, detailing how families were crowded around a nearby ice cream truck in the street when the shot was fired. “A responsible gun owner who took classes” should’ve known better.
Defense attorney Gary Bernstein was quick to dismiss the allegation of Ruffin-Webb’s violent words to her neighbor, saying a recovered cell phone video showed his client did not say that.
Ruffin-Webb and her neighbor have repeatedly argued over the past three years, Bernstein noted. This began when the defendant’s neighbor believed a young woman at Ruffin-Webb’s home — unidentified in court — was mimicking them and brought out a shotgun in its case during a confrontation.
The shotgun was not fired, Bernstein noted, adding that Ruffin-Webb is a certified gun owner and possessed two guns at the time of the shooting.
Ruffin-Webb later told Judge Alan C. Lazerow that she currently works three jobs and will begin a fourth job soon.
“My intent was never to hurt anyone,” she said.
Prior to sentencing, the defense attorney expressed concern over the probation before judgment in regards to Ruffin-Webb’s employment status, particularly as a certified medical technician. The defendant said any impact to her employment would be harmful given her seven-year-old child and disabled uncle are also under her care.
Judge Lazerow informed counsel the plea would not affect her employment. In addition to probation before judgment, Ruffin-Webb will also serve three years of supervised probation and cannot possess or own any firearms in that time.
