Man Who Went Missing 11 Years Ago Found in Submerged Van in Baltimore’s Inner Harbor

The Baltimore Police Department (BPD) has announced an update in a suspicious death investigation that was opened last July.

Franklin Roosevelt Daniels, 49, has been identified as the victim whose remains were found inside a submerged minivan in the Inner Harbor last summer.

On July 24, 2025, at approximately 9:30 a.m., BPD’s Underwater Recovery Team was notified of a potential vehicle submerged on the 500 block of E. Pratt Street.

Upon arrival, the team discovered a Honda Odyssey approximately 22 feet underwater and used tow lines to retrieve it from the harbor.

Human remains were discovered inside the vehicle. The Medical Examiner’s Office responded to the scene and recovered the remains to ascertain the cause of death.

Daniels was reported missing over 11 years ago in another jurisdiction. No definitive cause or manner of death has been determined at this time.

Preliminary investigation revealed that the vehicle was reported missing in December 2014 in Waldorf, Maryland. Investigators have yet to determine how long the vehicle remained submerged. However, its condition suggested it was underwater for several years.
