Juvenile Sentenced to 10 Years in Pennsylvania Avenue Shooting

Kamari Morris, 17, entered a guilty plea in a shooting before Baltimore City Circuit Court Judge Brooke M. Murdock on April 1. The juvenile was tried as an adult.

The deal included 10 years, the first five without the possibility of parole, for the charges of first-degree assault and firearm use in a felony or violent crime. 

Judge Murdock waived Morris’ court fees and offered him credit for time served beginning July 16, 2023, when he was first incarcerated.

During the hearing, defense attorney Judit Otvos asked Judge Murdock if Morris could be housed in the Patuxent Institution, a maximum security correctional facility that provides clinical treatment and educational programming to inmates with “severe character disorders” or “a history of substance dependency.”

On July 12, 2023, at approximately 6:53 p.m., officers received a call alerting them to gunfire near Pennsylvania Avenue. Video surveillance footage captured Morris and an unidentified victim engaging in a heated argument before the victim attempts to drive off. As the victim fled, Morris opened fire at the car.

While investigating the scene, officers recovered several shell casings.
