Baltimore City Circuit Court Judge Melissa Copeland dismissed the case against Kevin Lotus Brooks on July 22 for unknown reasons.
Brooks, 47, was charged with attempted first-degree murder, first-degree assault, firearm use in a felony violent crime and other related offenses.
According to charging documents, officers responded to a ShotSpotter alert of gunfire in West Baltimore on the 2500 block of Fairmount Street Dec. 29, 2025, and recovered 19 9 mm shell casings, a BB gun, a pocketknife and a black hat near the scene.
Minutes later, officers found a man suffering from a gunshot wound while sitting inside a vehicle several blocks away. He was transported to the University of Maryland Shock Trauma Center in critical but stable condition.
Police spoke with Brooks, who lived near the alleged shooting scene. According to court documents, officers later found a live 9 mm round in his pocket.
Investigators searched Brooks’ residence the following day and were said to recover ammunition and a registered Glock 19 loaded with 9 mm rounds. Charging documents state that ballistic testing matched the firearm to shell casings recovered from the shooting scene.
The case was dismissed.
