Judge Denies Bail for Man Accused of Shooting at Group of Women

A 44-year-old man accused of firing a weapon at a group of women outside his house is held without bail after Baltimore City Circuit Court Judge Kendra Y. Ausby agreed with the state’s claim that “the charges were pretty serious.”

Norman Ransom is charged with attempted murder, assault, reckless endangerment, and multiple gun violations in connection with the shooting, which occurred on Oct. 26, 2025, on the 2600 block of Garrett Avenue. Police were alerted to the scene by a ShotSpotter notification. Upon arrival, officers encountered a group of women who accused Ransom of shooting at them and attempted to leave the area.

According to the state, Ransom has a lengthy criminal history that includes five prior convictions for possession of controlled substances.

Defense attorney Jerry Prince pushed for home detention or bail, arguing that none of Ransom’s prior convictions were of a violent nature. 

Prince called the facts of the case “very shaky” and said Ransom claimed the women were attempting to burglarize his home. None of the women provided contact information or cooperated with investigators, he added, and the woman who claimed Ransom shot her had no visible gunshot wounds.

“I don’t really understand how the police identified this woman as a witness,” Prince said.

According to Prince, Ransom is a father of two who has been working to establish himself in a business and was actively renovating his home at the time of the incident.

He also added Ransom was never found in possession of a gun in the wake of the shooting, though the state asserted investigators later recovered a firearm with DNA evidence linked to the defendant. Ransom is legally prohibited from possessing a firearm due to prior convictions.

In conclusion, the state’s attorney urged the court to consider the “overwhelming evidence of the defendant’s guilt,” and Judge Ausby ruled that Ransom be held without bail until trial.

Meanwhile, the court has yet to set a date for Ransom’s trial.
