Independent Investigations Division Investigating Fatal Police-Involved In-Custody Death in the City of Baltimore

The Independent Investigations Division (IID) of the Maryland Office of the Attorney General announced it is investigating a police-involved in-custody death that occurred on June 24.

The preliminary investigation revealed that at approximately 9:40 p.m., an adult man approached a Baltimore Police Department (BPD) officer at a traffic light in a marked police cruiser at the intersection of W. Franklin Street and N. Franklintown Road. The man appeared to be suffering from a mental health crisis and walked into the roadway several times while speaking with the officer.

The officer attempted to restrain the man for his safety, and additional officers arrived to place him in handcuffs and leg restraints. Emergency medical services were called, but the man became unresponsive while awaiting assistance.

At approximately 10:30 p.m., with EMS not yet on scene, officers transported the man to a hospital in a police cruiser. He was pronounced deceased shortly after 3 a.m. on June 25.

The IID will release the names of the decedent and involved officers within two business days, but in this case, the release will be delayed while evidence is gathered and reviewed. The officers on scene were equipped with body-worn cameras, and the video will be released according to BPD and IID policies.

Pursuant to Maryland law, the Office of the Attorney General is required to investigate all police-involved fatalities in the state. An agreement between the OAG and BPD allows for the Attorney General’s investigation while enabling BPD to fulfill its investigatory obligations under its federal consent decree.
