Homicide Co-Defendant in Fatal Robbery Withdraws Not Criminally Responsible Plea

On March 22, Baltimore City Circuit Court Judge Gale Rasin read a medical report that indicated a murder defendant is competent to stand trial. 

Defendant Charles Anderson and his attorney Bradley L. MacFee appeared before Judge Rasin to withdraw his not criminally responsible plea (NCR).

Anderson filed a formal plea of not criminally responsible on July 28, 2021.

Anderson, 20, is charged with two counts of first-degree murder, two counts of conspiracy to commit first-degree murder, two counts of use of a firearm during a violent crime, conspiracy to use a firearm during a felony violent crime, two counts of armed robbery, two counts of conspiracy to commit armed robbery, three counts of robbery, two counts of conspiracy to commit robbery, having a handgun on his person, and conspiracy to wearing/carrying a handgun in connection to a double homicide on July 2, 2022. 

According to the Baltimore Sun, Anderson allegedly shot 28-year-old Julien Rosaly and 26-year-old Brittany Foster, after his co-defendant, Donyell Morris, allegedly attempted to rob them.

On Sept. 19, Morris, 21, accepted a plea of life, suspending all but 40 years.

On Wednesday, Judge Rasin accepted Anderson’s plea withdrawal. He will be scheduled for trial on August 23 before Baltimore City Circuit Court Judge Melissa M. Phinn.
