Investigators learned that Woodard fatally shot and killed 40-year-old Odell Curtis and 32-year-old Ricardo Brooks-Watters while on the 4400 block of Belair Road, following a dispute.
On May 1, detectives arrested Daquan Woodard and transported him to the Central Booking Intake Facility, where he was charged with murder in the first degree.
